In a blank drawing, type SCRIPT at the command line and select the downloaded .txt file. The geometry will draw on the layers defined in the script.
MicroStation
Open a blank DGN and use the Key-In browser to source the file (@filename.txt), or paste the command lines directly into the Key-In window.
After import, your team adds dimensions and runs engineer-of-record review before any construction use.
